    Refactor ParentRoundRobin and ParentConsistentHash policy's

    The ParentRoundRobin and ParentConsistentHash selection policies have functions that should be refactored into a base class as these functions are duplicates of one anther.  Specifically markParentDown(), markParentUp() and numParents().
