You are not a committer right now, right? The Apache ID/e-mail and the
right to commit is bound to the committer role. So there is no way to
create it yourself. If you want to submit a patch, simply write a mail to
the dev list on the project and add the patch or create a issue with the
patch inside. Don't forget to write what the patch does. The patch well
then be reviewed by the committers and committed in your name.

If you do value work, you will get voted in as committer and you can do it
your self. Please read also the License site
https://www.apache.org/licenses/ .

If you have questions, just asd! I wish you a good start at the ASF and
hope you enjoy.

Regards Raphael

This depends on the project. Best way is to enter "Project Coding
guidelines" in your favorit Search engine. If you don't find one, ask on
the project mailing list. Don't forget to introduce your self first.

As others have noted, Apache IDs are only given to individuals who are
elected to be a committer on an Apache project.

We have a general guide for newcomers:

  https://community.apache.org/newcomers/index.html

The most important thing to do is find a project or two that interests
you, and see what in that project you can contribute to.

There are several ways available to submit code updates (patches) to ASF
projects. Some projects use Git, some use Apache Subversion (svn). For an
overview of all projects see [1]. Best way to find out what a project uses
is to contact the project, you intend to provide code updates for, through
their user mailing list (see the website of that project).

You can find
