Description:
Page size is a useful default buffer size for buffered readers. Where should this property be attached? MemoryManager/Device?
When this is available, it should probably be used to update {{parquet::DEFAULT_BUFFER_SIZE}} and {{arrow::datasets::ParquetFileFormat}}
