[jira] [Created] (PHOENIX-101) Should using MIN_TABLE_TIMESTAMP when creating system tables

Jeffrey Zhong created PHOENIX-101:
-------------------------------------

Summary: Should using MIN_TABLE_TIMESTAMP when creating system tables
                 Key: PHOENIX-101
                 URL: https://issues.apache.org/jira/browse/PHOENIX-101
             Project: Phoenix
          Issue Type: Bug
    Affects Versions: 3.0.0
            Reporter: Jeffrey Zhong
            Assignee: Jeffrey Zhong

Currently we create SYSTEM.TABLE with MIN_TABLE_TIMESTAMP but not for other system tables such as SYSTEM.SEQUENCE etc.

This JIRA makes sure to create system tables in same way.
