[PMC:VOTE] FtpServer to Incubator

Rana has completed the changes needed to make FtpServer an indipendent 
project. He is ok with it being incubated and Paul seemed ok with it too.

So I ask that we vote FtpServer to be incubated in incubator.apache.org 
as is being done with AltRMI, to become a future JAkarta or top-level 
project.

Devs given access to CVS are (please add if you wish to partecipate):

jvanzyl

When the CVS module and provs are set up, you Paul and Jason can decide 
the best way to put code there.

+1 for me.  This is the most unsung server project @ Apache :-)

Rana, I would commit those changes back to the avalon-apps/ftp-server, then we move the whole
depot to incubator and rename it there.  It is real magic :-)

module may not be a good idea. I can send you a link
