[PATCH] for mod_log_config month in local language

This is simple fix for PR#4366 (mod_log_config can log month in local language),
only slight change in documentation is necessary (in parenthesis):

%...t:          Time, in common log format time format (standard english format)
%...{format}t:  The time, in the form given by format, which should
                be in strftime(3) format (potentialy localised).
