Ranger plugin library should be enhanced to allow an implementation to specify users for whom audit logs should be skipped. This is useful for example to avoid recursive calls to audits - like from Ranger Solr plugin when it write audit logs to Solr, which in turn triggers further audit logs. Note that this is in addition to the enhancements in RANGER-2669 which allow such audit-exclude users to be specified via service-config; however, it will  be useful to allow plugin implementations to specify audit-exclude users.
