This was fixed in 3.0.1, see [this commit|https://github.com/apache/cordova-cli/commit/1148e6f73b0f9fba8ef4706fae876113dc9a85a9].

cordova-cli uses npm's proxy configuration under the hood as of 3.0.1. So, if you set up npm to use a proxy, with 3.0.1, cordova should work with a proxy as well.

If it is still failing in your case with 3.0.1 or newer, then feel free to reopen the issue and we can investigate what is failing.
