duplicate proceedJDBCProperties in setup function in ambari-server.py?

Hi all,

I'm new to ambari and have just started reading it.
I wonder if proceedJDBCProperties is duplicate here line 2204 and 2224 [1]
What it does is to make a symlink so I don't think some state can be
changed between the two executions.
Let me know if it is dup, I can file a ticket.
