JTS can be added to Solr now and perhaps should.  For a long time previously it was licensed in a way the ASF disallowed it's inclusion.  At the Lucene layer, it's included for some tests but I didn't have time to do the Solr side.  Solr side would require a change to spatial-search.adoc as well, and of course a test to exercise it.  All that said, it'd be neat if we had a Spatial4j SpatialContext impl here that used the Polygon impl that Lucene provides... then there would be a relatively minor need for JTS.  Neither of these things should block what you're doing here.  You could do a test with geojson with a rectangle.
