https://github.com/apache/fineract/compare/1.3.0...1.3.1 shows us what went into the (still unreleased) 1.3.1 branch after 1.3.0.
Today's dev@ list thread subject _"Error which installing Self-service WebApp"_ reminded me of this (and FINERACT-426 and FINERACT-755)... given that end-users are actually confused and hitting this problem with a distribution released to https://fineract.apache.org/#downloads, I'm assigning this issue to myself as a reminder for us to:
a) EITHER actually release 1.3.1 and REPLACE the (broken) 1.3.0 on https://fineract.apache.org/#downloads
b) OR just entirely remove the (broken) 1.3.0 from https://fineract.apache.org/#downloads after the 1.4.0 release
My vote for be for b) as I don't see the volunteers on this project having the bandwidth to support end-users for past releases - but it's certainly worth discussing more widely.
