[ANNOUNCE] Apache Stratos 4.1.0 released

The Apache Stratos community is pleased to announce the availability of
Apache Stratos 4.1.0.

Apache Stratos is a PaaS framework that is designed to address the various
challenges currently faced in the Cloud PaaS space. For developers, Stratos
provides a cloud-based environment for developing, testing, and running
scalable applications. IT providers benefit from high utilization rates,
automated resource management, and platform-wide insight including
monitoring and billing.

Changes
------------
The most notable changes in this release are:
* Composite application model to create complex cloud applications
* Application bursting
* Mock IaaS for testing Stratos in a development environment
* A lightweight cartridge agent written in Python
* Plug-gable extension points for Python cartridge agent
* Docker support for Stratos via Kubernetes
* Google Cloud Engine support for Stratos
* New Stratos UI theme
* Communication model for cartridges using meta-data service
* MQTT as the default message broker communication protocol

The binary distribution's samples directory has bunch of different examples
for various cloud infrastructure providers (EC2, OpenStack, Kubernetes
