   After some more digging i discovered that I have commented out a line from an old config like this:
   
       PULSAR_GC: >
         -XX:+UseG1GC
         -XX:MaxGCPauseMillis=10
         -Dcom.sun.management.jmxremote
         -Djute.maxbuffer=10485760
         -XX:+ParallelRefProcEnabled
         -XX:+UnlockExperimentalVMOptions
         -XX:+DoEscapeAnalysis
         -XX:+DisableExplicitGC
         -XX:+PerfDisableSharedMem
       # -Dzookeeper.forceSync=no
   
   It seems that comment is interpreted as well an so the zookeeper can not start.
