Upload Opensaml2 artifacts, and dependencies, to Maven Central

WSS-146 added support for SAML2 via the Opensaml2 library. I had to add the Shibboleth repo into the pom to pick up the Opensaml2 artifacts, as they are not currently in Maven Central. For the 1.6 release, we should get the Opensaml2 artifacts, and whatever dependencies we need, into Maven Central.
