[Discuss] Add a Cron Mangement Page in Project.

Dear All,

Issue: Issue12221 <https://github.com/apache/dolphinscheduler/issues/12221>

The current Cron management is only at the process level, such as the
following screenshot,

If there are 1000+ workflows, and the user cannot quickly know how many
cron tasks currently exist, because the user cannot click the cron
management button of the workflow one by one.
So I suggest whether we can add a project-level cron task management page?
