[PR] feat(storage): add dormant SessionTodo foundation [maka]

## Summary
Add the bounded SessionTodo current-document contract and an internal SQLite authority. The first read atomically bootstraps only pending/in-progress legacy Tasks and persists initialized-empty state; an explicit whole-list replacement never reads or merges legacy state.
This is intentionally dormant: it does not export or compose the Storage authority and does not change Runtime Host, tools, TUI, or Desktop. The atomic product cutover remains tracked in #4338.

## Verification
- Core full suite: 734 passed
- Storage focused SessionTodo, authority, workflow migration/backup, and public-entrypoint suites: 38 passed
- Storage full suite: 1039 passed; 6 environment/baseline failures were isolated to Git discovery caused by a TMPDIR inside the worktree, two Node 26 no-git PATH cases, and the since-removed unused entrypoint. A clean external TMPDIR rerun of all affected suites passed.
- Biome check and Core/Storage typecheck passed
## Migration
Bumps the workflow schema from 10 to 11 and creates an empty workflow_session_todo_documents table. Schema 10 to 11 migration preserves legacy Task events. Non-empty and initialized-empty Todo documents both round-trip through operational backup/restore.

Confirmed and fixed at `563cdbcfca6e2e840dc78f36a2639ce090729715`.
The one-time bootstrap now maps canonical legacy `blocked` Tasks to `pending` SessionTodo items, preserving the subject while intentionally omitting workflow-only `blockedReason`. Added regressions from a real `create -> in_progress -> blocked` event sequence and through the schema 10-to-11 upgrade path.
Local verification: Storage 1061 passed, 10 skipped, 0 failed; focused migration/authority checks and both independent review passes are clean. Hosted `audit` and `windows_recovery` are green; `test` is still running.
