Same issue here using Ivy 2.3.0. The main artifact is always updated but the artifact with classifier 'tests' is never updated! This is very annoying. Please review the patch provided by [~wrprice]. Would like to get this fixed in the next version.

This doesn't seem to be a retrieve issue either, the modified date of the foo-SNAPSHOT.jar in the local ivy cache is being updated while foo-SNAPSHOT-test.jar is not.
