Problem with global properties

I am having some trouble with global properties. I set three properties at 
the top of my build.xml file, here they are:

<property name="build" value="build"/>
<property name="src" value="./jln/pODB"/>
<property name="dist" value="dist"/>

Now, the only problem is that they don't get set unless I make them a 
target and have them set as a depends for any other targets that use their 
values. Has anyone else seen this??
