Since older versions of the code did not have a VERSION file for datanodes, they should assume they are pre-finalized and use layout version 0 by default when no VERSION file is present. If they are being started fresh (not part of an upgrade), SCM will tell them to finalize and they will move to match SCM's layout version after one heartbeat.
