Verified in dist built from SVN 170253.

Before the fix, I would use 'ant deploy-beehive build war' and then 'jar tf petstoreWeb.war | grep "log4j\."'  I expected to see log4j.xml, but wouldn't see any files listed.  With the latest build, I now see log4j.xml.
