Apache Tomcat/5.0.19 manager app

I just upgraded from 4.1.29 to 5.0.19.
How does tomcat find the manager and admin
apps? In the older versions, they used
context fragments in the standard webapps
directory that effectively pointed to
../server/webapps. I don't see this
mechanism in 5.0.19 and want to know
how it works.

I need this because I am changing
Host appBase to another location so
that I can keep my apps separate from
tomcats home. When I did this under
4.1.x, I simply put a manager.xml file
in my webapps directory that pointed
to the standard app, with an absolute
path. That worked like a charm. I do
not know how to do the same thing
in 5.x.
