New PMC Member

I would like to formally announce a new PMC member: Noel J. Bergman.  Noel
has been a consistent source of good council, and has been helping us in
the capacity of an ASF Member in the past.  THe Avalon PMC merely decided
to formally recongize him for the work he was already doing, and make the
position official.

Congratulations and welcome (officially) to the team.
