It is unrelated to the mirror being official or not.  For instance, http://www.eu.apache.org/dist/zookeeper/ also points to http://archive.apache.org/dist/hadoop/zookeeper/.  All mirrors point to http://archive.apache.org/dist/hadoop/zookeeper/.
