   Experienced this exact issue following the source install steps in the documentation on Ubuntu 21.4 , (on which apt-get installs Bison 3.7.5 ) 
   Altering the line in the Makefile to: 
   
   PG_CPPFLAGS = -I$(ag_include_dir) -I$(ag_include_dir)/parser 
   
   solved the problem for me
