Admin functions widget should be inaccessible for non-admin users

Steps:
1) Login OM as non-admin user
2) Go to Settings->Widget 
Result: Admin widget is visible and allowed to be selected
3) enable Admin Widget
4) Go to Dashboard
Result: Admin widget is displayed
