Current Implementation is Correct. Event though the file return path is from \Tmp folder, a separate image copy is stored in the image gallery. Which is persistent. 

Scenario 1:
When Plugin-Camera returns a file URL (which will be in Tmp folder), if user needs to store the file permanently, it should be moved to Documents Folder.

Scenario 2:
When Plugin-Camera returns a file URL (which will be in Tmp folder), if user needs just to share or upload to social media or similar. No further action is needed.
