   My 2 cents (after testing on 4.14):
   
   - If the template/iso is not marked as public, it will also not appear in the Featured (despite being marked as "Featured) - it seems this is how it works for a long time now
   - Registering (upload from local) ISO as "admin" and marking it as "public" and "featured" - then trying to deploy a VM as a regular user account - works fine - i.e. the ISO is shown in the Featured section of the VM deployment form (also when listing ISOs in UI as a regular user account, and choosing Featured)
   
   IMO, this is not a bug, but a design behaviour.
