permission problem

Hello,

the server that runs our Apache+svn had a power supply failure. After
restarting it I can not access the repository anymore, I keep getting
(int the apache log):

Berkeley DB error while opening environment for filesystem
/usr/local/svn/repos/db:
Permission denied

I tried svnadmin recover, I tried creating a new repository and
reloading the previous dump, I always get the same permission error. I
get the same thing from a local user on the server or from a remote
windows box with TSVN.

If I do a svnlook info /usr/local/svn/repos as the svn user it works and
get the info for the last commit from 2 days ago.

I look through the svn book and the online FAQ but couldn't find an
answer. Where do I look now ?
