Found a bug in org.apache.commons.math.stat.univariate.rank.Percentile

Hi,

Use this test, we can see the problem using latest
version.

  double[] d = {1, 2, 3};
  Percentile p = new Percentile(75);
  p.evaluate(d);

I fixed a downloaded local version and don't know how
to fix the shared.
