I'm looking at branch-1.2 first. It has around 1240+ missing file issues. Most of them are javadoc issues. The issue being, that xref of few classes have javadoc link at the top of the file. The link refers to user apidoc. The user apidoc is not set to contain doc for classes with IA annotation not set as public.

Hence, It would be better to point xref javadoc links to devapidocs which contains javadoc for such classes as well. Will post the numbers here soon. Had a chat with [~busbey] about this. Currently testing the solution.
