Use of boost instead of RTL hyperbolic/power functions

In the interest of transparency, I'd like to draw attention to this
issue as well:

It was being worked on, sporadically, by three different committers.
There was no mention by any of them that the issue was not valid or it
should not be worked on.  But then one committer, without discussion,
decided to close the issue as "WONTFIX" with the comment:

"Some of this was done but in general there is a lack of interest."

I'm reopening the issue, not because I don't trust the committer in
question, but because I disagree with his action and because our
process calls for such decisions to be brought to the mailing list.
