Add additional tests to check various incompatible options when using {{--template-region}}.

Specifically set {{region-idle-time-expiration}} when using a {{PARTITION}} region as the template (should error).

Ensure correct error when creating a {{PARTITION}} region with {{region-idle-time-expiration}}.
