A new parameter of type https://maven.apache.org/shared/maven-artifact-transfer/apidocs/org/apache/maven/shared/transfer/dependencies/DependableCoordinate.html?is-external=true makes sense as the hook should not be listed in the project's or plugin's dependencies.

This parameter should act similar to {{subPackages}} or {{embeds}}, i.e. look in the project dependencies for an artifact with the given artifactId/groupId/version and if found embed that in {{META-INF/vault/hooks}}.
