svncopy.pl unable to handle externals in other repositories + fix

We've recently started using the svncopy.pl script from the svn-contrib
section. We use the script with the argument --pin-externals and have
externals across multiple repositories.
 
We saw that the script failed to pin externals when confronted with
multiple repositories because it used a central $revision variable for
all externals. 
 
We made a small fix that only adds the $revision variable to log command
when it sees that the external is in the same repo as the source of the
copy.
 
can anyone confirm that this is indeed a bug?
