In multi tenant environments, there is a usecase of adhoc - user queries on the system besides the regular production queries.
As a gaurdrail to prevent a rogue user/job filling up the disk, we need a mechanism to limit the output data size per query level.
The strict mode works only on partitioned tables, but for the scenarios like un-partitioned tables, it doesn't work.
We can set a quota for the scratch dir generated for each query with this config.
