Adding schema info to the MediatorFactory interface

I think it would be useful to allow the code that is loading a
MediatorFactory (a pluggable mediator with its own XML syntax) to get
the schema for that XML synatx.

So I propose adding the following method into SynapseMediatorFactory

public XmlSchema getSchema();
