After more testing, I found it works for Iava 7 under both windows7 and xp but fails to build for Java 8 under windows 7 and xp; well, the problem is reproducible every time for Java 8.
Just a side note: my first testing of java 7 fails due to using the old console of still using the old JAVA_HOME, which doesn't change after changing JAVA_HOME for the system to java 7.
