Repro step:
On 3.0.7 setup create a VPC router
upgrade to 4.3
Call upgrade router template API with zone Id

Notice :
count shown is two even though we have just one router  VPC
upgrade router template API is counting VPC routers twice

Expcted result :
count of VPC router should be considered only once
