It did not get fixed because I do not think there's a bug in the first place.
It's logged to the webapp's servlet context logger, as error. Why don't you see it ?

Look in the source:

        boolean ok = true;
        for (int i = 0; i < results.length; i++) {
            if (log.isDebugEnabled())
                log.debug(" Configuring event listener class '" +
                    listeners[i] + "'");
            try {
                Class clazz = loader.loadClass(listeners[i]);
                results[i] = clazz.newInstance();

                ok = false;
            }
        }
        if (!ok) {
            log.error(sm.getString("standardContext.applicationSkipped"));
