To my mind, I've found a bug with processing of .htaccess files
OS: WinXP SP2
Server version: 2.2.4
the .htaccess file was placed to the root directory of hard disk, but
the "DocumentRoot" Directory was a subfolder of second level (C:\www\htdocs).
In the .htaccess file were instructions to make Basic Authoriation, that
caused a reason of internel server error, because that file httpd server tryed
to find in the ServerRoot directory at the ends...

This isn't a support forum, take your question to a peer user forum.
That said - take a look at the OptionOverrides directive, your config
doesn't permit this.
