Steps to reproduce:
- Create a VPC
- Create a network ACL rule with TCP as protocol
- Click "Update" icon
- Change from TCP to ICMP
- Press "OK"

-> Will fail with message : "Can't specify start/end port when protocol is ICMP"

This will also happen, if changing to "ALL"
