Airavata needs to enable metascheduling within the framework. The throttle implementation from this gsoc project needs to be folded into the broader feature addition.

The intent is to address some job scheduling issues unique to science gateway and community account users.  For example, the number of jobs which may be queued on a resource by a user may be limited, but a gateway user may not have visibility of other jobs submitted from the same community account.  This orchestrator function could track these job limits and submissions globally and use this information, along with additional information related to fair-share scheduling and queue wait predictions, to queue, bundle and submit jobs with the intent of optimizing resource selection choices.
