Struts 1.1 branch
Were we going to maintain a struts 1.1 branch, or just go forward
like ant and other projects. I know we had talked about doing away
with beta's/RC's and just releasing 1.1.x, 1.2.x.... Thoughts?

Giving up my lurker position for a short time 8-)
Ant has a 1.5 branch that lead to 1.5.1 to 1.5.3 while development of
Ant 1.6 happens in CVS HEAD. Once we feel we are close to 1.6, we'll
create the next branch (that is before the first beta or RC release).

We definitely need a branch based on the 1.1 final release sources, so I
just created "STRUTS_1_1_BRANCH" for this. The HEAD can be used for 1.2
development.
