Your configuration states that even when the server is completely idle there can
be up to 40 child processes ready to handle new connections.

Please seek advice/assistance on a user's group or mailing list before opening
bug reports.

The condition you report still isn't a bug. As long as the number of connections
is between (in your case) 18 and 40, inclusive, it is operating as documented.
What will happen is that it will start with 1, and then immediately start up
some more, as you have instructed it.

httpd hasn't active connection, http port is filtered. i think 18 server must be
running after startup.
