[Dev][GSoC] OLTU-37 as a GSoC Project

Hi All,

I'm a computer science undergraduate who participated GSoC 2017. I was
involved in implementing WS-Trust implementation for WSO2 Identity server.
In addition to that I worked on XACML, SCIM, SAML etc. features on WSO2
Identity Server,

Since OpenID Connect is increasingly used I suggest that you can include
OLTU-37 [1] (OpenID Connect Implementation) in GSoC 2018 project ideas
list.

Please consider including any other project ideas to GSoC 2018 ideas list.

Unluckily the Apache Oltu PMC just decided to move Apache Oltu project to Attic.
