Integrate Python client in CI (GitHub actions):

- perform style checks (`make check`)
- run unit tests for every supported python version

A first endpoint, that should be covered by Python client is the DataLakeMeasurement.
This ticket is about implementing the proper endpoint in the Python client (stick to API structure as defined in STREAMPIPES-606).

Target hereby is to be as consistent as possible to the already existing Java client API.
