[~jpullokkaran] Can you take a look at this one? I initially thought its better to have it in applyPreCBOTransformations() but than I realized that our join ordering algorithm leaves {{where true}} predicates while optimizing tree. Since, it will be good to remove such predicates, I have added these rules alongwith join ordering rules.  Let me know what do you think.
