p4perl prebuilt package

I download the p4perl58xxxx_setup.exe windows installer, and run it.

Do I still have to build the p4perl package myself? I tried, but I don't
have c compiler on my win2k3. Anyone can send me a copy of prebuilt copy?

One thing I found very frustrated since I start SVN is: You have to build
everything. Not everybody have the building environment. Even SVN 1.21, you
have to build it yourself if you want to use it. Or just want until somebody
build it for you and uploaded.

What's wrong of having some pre-built binaries available for some popular
platform? Wondering where is that fancy autobuilt process. :-)
