Maybe it's time to think about how to update the user-facing catalog API to support v2 catalogs.

I have 2 ideas in mind:
   1. small update to the existing catalog API: add `catalogExists` method, support catalog part in table/view/function/database name such as `spark.catalog.createTable("a.b.c", schema)`
   2. expose `CatalogPlugin` to end-users directly, via `spark.catalog(name)`

   Any thoughts? @huaxingao @viirya @yaooqinn
