* Add missing licenses
* Revert license headers on .par test fixtures
The .par files are schema fixtures that are parsed by MessageTypeParser, which requires the input to start with 'message' and does not support comments. The // headers therefore break ProtoSchemaConverterTest, so exclude **/*.par from the RAT check instead, like the other data files.
